Phil joined KEB in October 1997 and became partner in Springfield office of Kerber, Eck & Braeckel LLP in May 2009. Prior to joining KEB, Phil worked for two years with the Illinois Department of Insurance.

Insurance
Phil is the leading public accounting insurance expert in central Illinois. The firm services both life and health and property and casualty insurers. In addition, the firm provides services for government high-risk health insurance plans and group self-insurance pools. For these clients, Phil provides audit, bookkeeping, tax, consulting and financial statement preparation services. On a yearly basis, Phil attends life and health and property and casualty continuing professional education courses to update clients on the latest accounting principles, auditing standards and industry trends.
Securities and Exchange Commission (SEC) Engagements
As a part of the firm’s insurance practice, Phil services public insurance company clients. Phil stays abreast of current SEC and Public Company Accounting Oversight Board (PCAOB) regulations and standards by attending regular continuing education courses developed by the SEC Institute. The firm is a registered firm with the PCAOB and is regularly examined as a part of the PCAOB examination program.
Religious Communities
Since joining KEB, Phil has worked with several religious community clients and has provided audit, review, bookkeeping and consulting services. Over the last several years, the firm has assisted several communities with reconfiguration and merging of financial and administrative functions. KEB is recognized as a national industry leader in religious community financial reporting and accounting issues, as well as reconfiguration and mergers of communities. On an annual basis, Phil attends the joint national conference of the National Association for Treasurers of Religious Institutes (NATRI) in order to better assist clients with the latest trends for religious communities.
Not-for-Profit Organizations
Phil provides audit, review, information return, financial reporting and consulting services for labor unions, associations, and other tax-exempt entities. The firm services numerous not-for-profit organizations across our six offices and can draw on a significant amount of experience to provide timely and quality services to not-for-profit organizations.
Benefit Plans
Phil provides audit services to employer sponsored employee benefit plans including 401(k) plans, health and welfare plans, and defined benefit pension plans. The firm is a member of the AICPA Employee Benefit Plan Audit Quality Center. As a member, the firm stays current on all new financial reporting principles and audit standards associated with benefit plans. Phil performs both limited-scope and full scope audit engagements for benefit plan clients.
